Campsite Question (wasn't able to find answer anywhere)

So I know that the game cycles through all the villagers once before they start popping up again, but does that same concept apply to campers?

For example, I know that if I get Lolly living in my town and she decides to move out, she won't pop up as a random move-in or as a camper until I cycle through all the possible villagers at least once.
(And I don't have amiibo, so those villagers aren't a part of this scenario)

Now, my predicament is as such. I had Olivia, one of my dream villagers, pop up in my campsite. Unfortunately I was not able to get her to move in where I wanted her to, because Clyde the ugly derp horse decided to plop his house just north of where Olivia's house would be. Because of this, I did not invite Olivia to move into my town.

The question is, will she still be able to pop up as a camper? Or should I just try my luck as getting her as a random move-in?
(I've been keeping track of who's moved in so far, so I still have quite a few snooty villagers I need to cycle through)

If you've never had her in town before, then she'll pop up again in the campsite. In my old town, I've had one villager (I forget who) pop up in my campsite about 3 times. So if you're lucky, Olivia might show up again. And if you have the patience, you can try campsite resetting and see if she'll show up that way. Hope this helps! (:

This is incorrect.

At least 16 villagers must have moved out since, in this case, Lolly moved out until she will show up again or until you can adopt her again.

Now for the campsite: I believe Olivia can show up again in the campsite once this 16-villager cycle (as many people call it) is completed. She may, however, show up earlier - I'm not entirely sure.
The chances of her showing up are still small, however. She may show up in the campsite or you can get her as a random move-in, but you'll get her much faster if you adopt her from somebody else's town. Either way, you still have to have moved out 16 villagers since her departure.

I see what you're trying to say, but I'm also a bit confused. I never invited Olivia into my town. She simply stayed the night in her tent and that was that. Olivia never moved into my town to begin with, she was simply visiting. And I'm not wanting to adopt from other towns. I like having the satisfaction, knowing I got them on my own accord haha. Thank you for the quick reply, though!

I thought you invited her before and she moved out, sorry. In that case, nothing really changed because of her visit. In a way, the chance of her appearing soon after a first visit is small, because the game would technically have to go through every villager first, but statistically the chance of a particular villager appearing at a certain time is always the same. I don't know exactly how many villagers there are, but something like 1/300.

Yeah, I've been working on cycling all the villagers out. I've got a good amount already cycled out while I wait for my dream villagers to pop up. It'll still probably take a decent amount of time until she pops up again, but with each random villager I get to move in and then out, the higher my chances!
 
Seconding what others have said but also going to throw in my own experience; here:

It seems to me, at least in my experience, that the campers that show up are ENTIRELY random. There are a few villagers I've gotten twice, despite there also being at least a hundred I've never seen at all. I don't think it's like the random move-ins, which have some weight based on if you're missing a villager of a specific type when a new villager's plot goes down.

Slight rambling, might be unrelated:

Out of curiosity, do you have nine villagers that you intend to stay permanently? Because I find soft resetting (use the term "soft" how you will here, but I mean the whole crap with making a new character to check a plot and only saving the character if you approve) to be useful when there's a new villager moving in, rather than camping. Any camper can show up, but on the off-chance you don't have any other villager of Olivia's personality type, a random plot will probably be that personality. If you do the new character trick until she's the right villager, that might be quicker than getting her as a camper, but there's also two easy problems with this. 1: You already have nine villagers or one of her type, and I'm rambling for no reason. And 2: Even if plot resetting in this way to get her yields Olivia as a result, her house might not be in the right place.

Worth a shot, anyway. xD
 
@MorningStar, I will need to correct you there: you need 8 villagers or less for a random move-in to occur, if you have 9 villager, the 10th can only be acquired through the campsite/campground or online play (either adopting or 'the void'). Your method is probably the easiest and quickest, so I'd recommend that @pictureperfectLT!
