it's all randomized. it's frustrating though!
I feel like the campsite goes through lulls and peaks in activity ^^; I'm a time traveler so I see a new campsite on average at least once a week to everyone other week depending. And it seems that you'll get lulls in bunches, there was a month I didn't get a single campsite or I was just missing the camper on the days I didn't play (of course). Stick with it, they'll show up eventually 
Ehhhhhh you can try this method to see if a camper pops up:
- Set the game clock to one day ahead, at 5:59 AM, or on a new day, do not continue on a current existing file
- Select New Save File, and go through Rover's speech
- Run to your campsite and see if a tent/igloo is pitched up
- If there is no tent/igloo, exit the game without saving, New Save File again, then rinse and repeat until you do find a tent/igloo
- When you do see a tent/igloo, go in and see who the camper is. If it's someone you want to keep, go to Isabelle and Tom Nook to get to the procedure of getting a house set up, then wait until Isabelle saves the game for you. You can delete this New Save File character and persuade the camper to settle in your town in one of your other existing characters (i.e: Mayor) Optional: You can delete this character now
Chances are, however, it's a camper that you don't like. And the rate of getting a camper is different each day. I ran into mostly unwanted campers like Jambette, Teddy, Naomi and Paula, but I did run into Lucky and Tangy who Iforced encouraged them to move into my town.

i agree. sometimes it feels like a waste even having a campsite... ;; i just want to see that igloo all the time.

I get about 2 campers a week! I'm just lucky I guess. but In my secondary town, I get about 2 a month.

Ok so im starting to think theres something wrong with my game now as iv still not had a camper 
i just dont get it,why arent i getting any, it wouldnt be so bad if you were able to demolish and then rebuild it but you cant, getting annoyed now

no, you get at least one after you complete the campsite.

Hmm perhaps town quality really does effect them. I noticed a slight increase in campers around the same time I got perfect town rating. Even though I have perfect town I still have the beautiful town ordinance in order because I enjoy not catching any trash when I fish not having to weed stuff like that.
It could be the placebo effect and just a random surge of luck, but I've gotten around 3 - 4 campers since I hit perfect town 2 weeks ago, while before I had approx 1 - 2 for a month.
