Campers multiple times? O.o

Okay, so I'm TTing backwards and keep seeing campsites, which is great and all, but every time I go in, it's always the same villagers I had before camping... What the heck? Does the game remember which campers you've already had? :/...

Its not just same villagers- Its the same species as well I keep getting cows, monkeys, and mice in a row... >-<

I've only had one person in my campsite and it was an ugly duck. No joke. I haven't had a camper since and that was a week ago
