Camper refuses to move in

Punchy just came to my campsite but refuses to move in whenever I ask him. Is there any way to get him to move in, or am I just sort of wasting time?

Congrats! Some campers are more stubborn than others. Some ask to move before we even play games!

This exact thing happens very often when I see a villager at the campsite that I really want! Patience may be my weakness, but I always refuse to give up, and eventually the wanted villager moves in and that always makes me smile soooo hard
