Can a camping villager move in to your town while another villager has set a moving date?

For example: if marshall just told me hes moving out on the 26th, can i move in a new villager from the campsite before marshal leaves?

As long as you have less than 10 villagers, you're able to invite them and they'll move in.

Only is you currently have less than 10 villagers. There has to be an open spot in order for a camper to be able to move-in. There might be a chance if there's a camper on the day that someone is in boxes, but then I still believe it's impossible.

No. You have to have 9 or less villagers in town to get someone to agree to move into your town. So very annoying.

I had Pudge in boxes and could never get the camper to ever bring up the idea of moving into my town and I tried for a very long time.
