The process of evolving Eevee into Sylveon is pretty complicated.
I'm actually on the process of getting her. Sadly my Eevee is a male but whatever right? Who said looking pink and cute makes you a girl? X3

Pokemon X and Y right? You can catch an Eevee at Route 10. There are 8 Eevee evolutions, so I think it's better for you to ask google particularly how to evolve the one you want.

sylveon is actually fairly easy to get!
1 - have eevee learn a fairy type move
2 - have at least 2 hearts with eevee in pokemonamie
3 - level eevee up and it will evolve into sylveon
