Burning question about Campsite

I have a question regarding camping villagers because I was just reading some New Leaf Campground (not campsite) wiki and it said the following:

"Most villagers who can be invited to the campground through Wisp are able to move into the player's town upon request. When a villager is asked to move into the town and when the villager limit has been reached, the player must select someone to move out, the desired villager will then talk to this one and they will move out. "

That being said, what would happen if you already have ten villagers in your town and a villager you want to invite decides to visit the campsite? Would the same thing of "oh, the limit has been reached so you have to kick someone out" apply? Or would they just not be able to move in at all? I have a full town but no campsite villagers have ever caught my interest. I'm afraid one of my dreamies decides to camp before some of the villagers I don't want in my town can actually move out. I was wondering if anyone has experienced this situation and attempted to have them move in. Could you do it? Or there isn't a chance that this villager can move in at all?
