Broken Manila Clam Spawns?

I've noticed Manila clams don't really spawn on my beach as often as they used to be. I've tried going in and out of buildings, waiting a while, digging holes on the beach and closing the game and restarting my switch.

Is there a solution to this or is it just a consistent low-spawn rate for a bit?
 
Are you holding your shovel? I know it sounds weird, but I noticed they spawn more when you're holding the shovel as opposed to a fishing pole or nothing.

They also seem to spawn more when it's raining.
 
I know they spawn more when raining and when holding the shovel (thank you!) but they're still not really spawning
 
Sometimes I'll see a ton of them, and sometimes I'll be walking around for 5 minutes and only dig up like 6.
