I'm thinking during the beginning of 2021, as the Holiday updates seem more important now.
He wont be added this year unless they drop a suprise update. Nov we gettin 2 more event npcs so thats a 100% no. After november the next updates gonna be 100% late january for the festival event. He will be added in a random update after these seasonal updates are done.

I am hoping to see him soon he may come out in winter for xmas time so you can make/drink hot drinks like hot chocolate and coffee for yourself and the other islanders.
I don't know honestly, but hey, might as well start making sacrifices to make him appear since it's the month to do so.

To be honest at this point I'm thinking the earliest we will get him would be January. I don't mind waiting but I really hope he has his own café and isn't lumped in with the museum. That worked in Wild World, but in New Leaf he had his own gorgeous café, and it would suck if that didn't happen in New Horizons.

Hopefully in the winter update for when it gets cold out. Would love to have a nice, hot brew of coffee after taking a walk in the chilly weather. 
Maybe even sooner in the late fall update with Franklin? Either way, I do miss him and the gyroids a lot. If gyroids come back, I hope we can place them outside.

Having him appear alongside the upcoming fall update would be lovely - and it'd make sense. Great opportunity to warm our hands with a delicious brew. Working part-time is something I hope returns with him.

I agree that early 2021 (as in like January/February) seems like the best time for it, since the holidays in that timeframe don't really have their own NPCs. Then again, I also personally feel like we're due for another big, permanent-gameplay-element update a la the (NH) spring (Redd + museum upgrade + Leif + bushes) and summer (diving + dream suite) ones. I just don't know if they'll have the time for it with Halloween, Turkey Day, and Christmas back to back to back like that, so even then I still kinda default to thinking late 2020/early 2021.
Maybe sometime during winter, like a lot of other people are saying. But I think winter is perfect, because I drink coffee during winter. But what if Brewster would make hot cocoa this time around? Or maybe even hot tea, and perhaps hot apple cider?

I think it's likely we won't get him until January because November and December has been reserved for Franklin and Jingle. It's possible it could arrive in November but so far, these updates have been very simple and not overloaded so I highly doubt it.
If I remember currently, it was datamined months ago that it was going to be a part of the museum. I hope this is optional because I would like it to be an separate building >.>

Seriously I reckon he could come in the next update, I'd be just as happy Q1 next year but it's worth pointing out that the first proper update was quite big, we got Leif and his cart/bushes, Redd with both the museum expansion and kinda his own shop, but we also got got Rover for may day, museum day and Reese and Cyrus for Wedding season.
So in a way looking at the next update and seeing Franklin and Jingle does'nt mean we don't get another special NPC. Especially as neither of them would be "regular" Npc's like in the same way Redd or Leif were.
Plus it kinda feels nice to end 2020 with a bang....
It's likely that in February we'll get a Valentines day event (I have a hunch Pelly and Pete will come then too), and probably Festivale with Pave in February/march as well so there should be plenty in early 2021 to look forward too.
