Bowing vs. Waving?

What determines which villagers bow and which ones wave? It bothers me so much. It's probably a simple answer and I just can't figure it out. Is it personality? Species? Head size? I have no freaking clue. What is it?

Yeah it's personality, Normal and Lazy villagers bow and every other ones wave.

Okay. That makes sense. For the longest time I could have sworn it was species, but then I had two deer and they each did something different. Thank you.
