Blue Notification Light?

Just turned on my DS and the icon for ACNL had a blue notification light on it. What does this mean? I always get confused as to what the blue and green notification lights mean

I'm not completely sure, but the blue light means someone may have visited your dream town.
Or DLC, but that was discontinued a while back.

Here's a rundown of what every color of notification light means:

A blue light means you have received something from Spotpass, which is basically data received from Nintendo through the Internet.

A green light means you have Streetpassed another 3DS system.

A blinking orange light means someone on your friends list is now online.

A red flashing light means your system is at very low battery, and is about to power down.

Yeah when a game icon has a glowing blue dot next to it, that means that it has received data from Spotpass. Likewise, if a game has a green dot next to its icon, then it has received Streetpass data.
