Birthdays and villagers leaving?

So I have Chief in my town who seems to never want to leave(I want to get him out for someone). I did the TT trick and everyone else has asked to move but not him.

I think it's because his birthday is close(19th December), but I TT'd to the day when there's still no snow on ground, and still he won't budge.
Do birthdays prevent the villagers from moving?

Not sure, it might be a coincidence, but Monty's birthday was last week and during the course of the day of me talking with my other villagers, they have all told me that Monty was leaving. So try and reach his birthday. I think it also happened with Fuschia.

I got told that Kabuki is thinking of leaving one day before his birthday, so I am really sure that this isn't influencing anything.

Well, if birthdays don't influence anything, then it's just Chief being stubborn. -_-

I don't want to resort to violence but I need him out and it's driving me crazy

He's probably just being stubborn as I have had villagers move out before their birthdays. Us Sagittarius are very stubborn. Lol, I share the same birthday as Chief.

i was under the impression that their birthday locks them in until it's over or like a month before the date.. because i've been trying to TT chadder out for AGES and he would NOT budge until i TT'd back into the beginning of november thinking the reason was his bday (12/15). and when i say ages i mean.. i had peanut asking me to move 3 or 4 times before chadder did. and peanut and i are nowhere near max friendship yet.

maybe if it's their birthday soon the chance of them moving out is a lot less likely but still possible? that's my guess..

Birthdays coming up do not affect move possibilities at all. The only effect that birthdays can have on moving is that they can still be chosen to be the next mover on their birthday, and they will naturally not ping you until their celebrations are over since they're cooped up inside the whole time.

^ Confirming that. I had Mallary leaving the day after her birthday, so her birthday party sort of doubled as a going-away party which was kinda nice.
