Where does it say that Terra and Ventus were not chosen by the keyblade? Terra was sent by Master Eraqus to seek out Master Xehanort and his cohort Vanitas who had previously disappeared. Though he took the Master Qualification Exam alongside Aqua, Terra was unable to become a Keyblade Master due to being unable to control his darkness. Unbeknownst to them, Master Xehanort was responsible for the appearance of such darkness during the exam.
A Master Qualification Exam is an event for Terra and Aqua in the upcoming Kingdom Hearts Birth by Sleep. Ventus, however, isn't qualified as he is too young.
