Oh, no. She was adopted by the one person to enter the raffle. I was actually planning to hold her for you if no one entered, but she was adopted shortly after the raffle concluded. I'm sorry that Claudia wouldn't cooperate, as I was really hoping I'd be able to help you finally obtain Francine. :(
 
Ah it's ok. She still won't move, but I'm thinking she won't move until another villager does >.< it's been 15 Hours...I'm thinking I might let go of Flora so that Claudia will move. I'm not even certain that will work though!

It could be I'm in a loop where Claudia won't move because she is the newest villager. Could that be true?

You know, I've heard it both ways. Some say that the newest villager can move out (though rare), and others say that it can't happen at all. I personally have never gotten a ping from my most recent move in, and this is across my cycling towns and my "real" towns. So while I wouldn't rule it out completely, I'd say that it's a VERY rare occurrence at best.

Frita the uchi french fry sheep is moving. Anyone who wants her is welcome to have her, just please be sure you have immediate space to claim a new villager into your town.

Also, Olivia the snooty cat has just moved into Ferelden and WOW she's gorgeous. :)

I could try to cycle out Lopez to get Frita since I need a Uchi but Im trying to get Cherry since all the animals in my town are all different

She's still a resident on my town, though she's not my current mover. She'll be raffled when she is moving, and I'm happy to notify you when that takes place so you're able to have a shot at her. Let me know. :)
