Certainly, and I'd be happy to enter you even if you didn't have "dreamie proof". That's never required here.

As for the time, I'm always willing to hold a villager for up to 24 hours so I can better accommodate the adopter. You're fine so long as you can pick her up within a day.

Oh, okay. A raffle means that I put the names of each interested person in a pool, and use an Internet-based random number generator to choose a winner. Hopefully this helps, and feel free to PM me if you need any further clarification.
