Best way to get a certain villager to move?

My sister wants Sylvia to move out of her island so she get my Marina.

What would be the best way for her to get Syliva to move out (and also Marina for me lol)?

I dont mind if time travel is involved, in fact I usually TT a lot (However I do have turnips rightnow rip)

Im mainly asking because when I got Freya to move I had to keep TTing for around 4 hours until she asked to move
