So, I've managed this evening to finally get the 100 million bells I needed for the badge. I know Phineas doesn't come if it has been raining or snowing any time during the day. I'm pretty sure it hasn't been, but will he come at the night time? As well as this, if it is cloudy, but not raining or snowing will he come? Thanks foe the help.

what's weird, is that sometimes he won't come when it's really cloudy. that' how it's been for me, only on clear/sunny days

Get the megaphone out and yell for him. Not going to say what he answered to but he showed up last night.

Last night there were a some clouds. During the summer it rained all day and into the night. So I thought no Badge guy and went to the dream suite. At ten pm. it stopped raining and Mr. Badge guy and the tarantula came out to play.
