This is some fan art of Klaus Nomi, a singer. He was David Bowie's backing singer for a short time (alongside Joey Arias) and released a few of his own albums before he unfortunately died of AIDs. He was one of the first celebrities to do so.

Dread because I want them but I know I'll be lucky if I can grab even one of the variants.

I main her classic uniform, so it's gonna be disappointing if I can only get her standard outfit.
