That is why one of my first PWP was to put the fountain in front of town hall. I also put a street lamp at each end of bridges and ramps to the beach so someone couldn't block that off.

Doing this with the bridges now nice idea

pretty sure they can still build close to the bridge

though if you try to build a bridge while they're near that section of the river you cant

My situation wasn't as bad. Luckily I was plot-resetting and Marshal came up except. His plot was in my path. But I got him again later and he's moved near Whitney.
