Are the 3 starter house always random?

Are they always random villagers or do we have some way of choosing who gets a starter house like can I go to another person's town and get a villager who's in boxes to come move in one of the starter houses?? If so.. when and how?

You can choose villagers 3 to 5 on the island before setting the plots.
But they are locked to lazy, peppy and normal.

Who exactly gets the starter houses?? What about the 3rd villager? I'm confused
... so u cant get villagers 3 to 5 from another person's island when they are in boxes?

The 5 first villagers (the 2 you started with and the following 3) have basic houses.

You can't invite a villager from someone else's island for these plots.

But you can choose them on mystery islands before setting and completing the plots with the items required

Otherwise, once you've completed the 3 plots, they will be immediately sold to random villagers
