are my items permanently gone?

They'll be at your police station.. Even if you've not built it yet they'll turn up when u do.

They will slowly but surely/eventually show up in the police station. Might take a while to get them all back though T__T

They'll be in the police station, pretty sure. I had a lot of pitfall seeds on the plaza when Redd planted his tent there and voided them. When I built the police station, it was filled with pitfall seeds.

And I think this is how Aika Village managed to get all those beehives in their police station. o 3o

On Halloween, I left some items on the plaza and the next day Redd was there and my items were gone. But some of them were at the Police Station and then the next day the rest of them showed up there also. So, hopefully the game remembers what items disapeared and will show up when you finally do get the Police Station.

They should pop up in the Police Station once you get it; they're not gone forever unless you plan to never put a police station in your town... Then there's no way to get them back. :c

Oh, wow, this info was actually really helpful. I didn't know they were reserved for when you get the police station, thank you c: Do they usually take days to show up or should they show up immediately? I've lost a few things thanks to plaza events.
