It's the little border in front of the flowers. I saw this on the island and thought that it would be great for barriers.

Looks like it's the bamboo stopblock that's been customised into the dried version. It does look pretty neat there

Those are bamboo stopblocks that are customized to be dried! I’ve never seen them really used before; that’s actually kinda cool!

I have a question about this item then, because they look so neat! I've never seen them before -- do they act like a fence or something that will stop you from walking across them? if so, might be a nice way to close off areas when opening up the island to trades. I had a hefty turnip price earlier this week and plan on hosting my island for others but I'd like to close off areas other than the path to the shop, so as to prevent any tomfoolery.

Yep, they're a regular solid item, so they can be used as barriers. They're a single item, so if you want to use them for fencing, you'll have to craft a bunch. The actual fences are probably more convenient; I can't think of a reason to use the Bamboo Stopblocks aside from aesthetics, but they will work.
