Could also take some time for a villager to request it, though. I've been trying to get anyone to request the station since early June. Even trying to become friends with my most hated villagers to get more of a chance.
Might try the swimming trick next month if I haven't gotten the request before then.

It's completely random. I got mine requested from a snooty villager but I think any personality can request it.

they should have thought of something else instead of the random request...

They simply request a police station. When you go talk to Isabelle there will be a classic and modern one to choose from.

I read that it's not really a trick, but I'm not so sure. Some actually say it works as a very handy trick...
A week ago I found a thread here and according to what was written, if you're swimming in the ocean for around 5 or more minutes out of sight of other villagers they will approach you more often with PWP requests. I'm near the point of actually trying this to see if it'll work for me, too. Getting a bit tired of waiting for this one request...

They randomly suggest it. I'm still waiting for one of my villagers to suggest it. Try the swimming trick to ( hopefully ) make them suggest faster. The swimming trick is you put on a wet suit and swim for 5 mins or more. Then, you go in town and the first or second villager might suggest it. If you dont have a wet suit you can buy one at the island.

i had the game for a year before my town corrupted and none of my villagers ever suggested a police station haha
i hope i'm luckier with my new town i guess ;;
