another villager leaving???

I just recently got my 10th villager (Tom), but after time travelling I lost a villager (Vesta) so now I'm back to 9 villagers, I thought alright I'll wait for a villager to come to my town so that I'll have 10 villagers again, but just right now Twiggy pinged me and asked to move.....
I thought in order for a villager to move there should be 10 villagers? I know it's 9 if I didn't already get one from another town but I did. I've been playing this game for so long and I don't remember something like this happening, is it a glitch caused by excessive tting?

Kinda confused.

Villagers are in the move out stage when there are 10 or 9 villagers in the town.
The 10th villager can only move in through other peoples towns or campsite.

If you get down to 8, you will most likely get a random villager (unless you can do a request quickly). I'm always very nervous when I'm down to 8!

Yeah, this just happened to me. I had 10 villagers and Mira asked to move out and I gave her away. Before asking anyone to move in Pekoe said she was moving as well. So now after she leaves I'll be down to 8.

That's happened to me before too! I had 8 villagers total and there had not been any voided villagers moving in yet so i'm like hmmm im pretty short on villagers and then before i knew it, another villager had asked to move so i was literally with 7 villagers and thats the lowest i've ever had it was pretty weird.
