I always imagined that it was Tortimer. 
I would like to believe it's Rover.
He was probably supposed to be mayor, but chickened out at the last second, so he forced the mayorship onto you.
Of course, there is the fact that he apparently doesn't know where the town is. Although, he could have easily lied.

But Tortimer was the mayor before you showed up... he's retired on the island now.I always imagined that it was Tortimer.
