Sorry but...
Why does a elephant, rabbit, octopus talk and live in a home but bugs, sharks etc.. Are caught?
It doesn't even make any sense.
Octopuses are sea creatures and I believe you can catch octopuses in the game but some can live as villagers.

It makes me believe that our character is actually mentally unstable tbh and due to huge mental scarring we see people as animals... I mean one person in a bunch of animals that wall and talk and some have stitches is a bit weird.

I absolutely agree! Why are bugs and fish not sentient, just like the villagers? And why are the birds on Main Street/Board not considered equal to the birds you can have as villagers?

About the octopi thing, I read somewhere that if you caught an octopus and Octavian was around he'd say "I saw that". Maybe that was on previous games, though.

What a weird little Easter egg lmao

It's weird.

You can catch octopi, but can also have octopi villagers.
You can catch frogs, but also have frog villagers.

It's a bit disturbing when you think about it.

Apparently it's in NL.

I want Octavian now.

In AC:WW you caught an octopus by fishing in the ocean, which was accessible without cliffs (so villagers were always around the beaches). This was changed in AC:NL, so you can't catch an octopus the same way anymore, which I still miss, personally.

Perhaps our character is a little crazy and seeing animal villagers where there are just people. xD That would explain snooty villagers talking about their hair, peppy villagers talking about their outfit (they say 'my outfit would totally flop if it weren't for the -shirt-' or something like that which gives the idea that they wear more) and cranky villagers asking 'if I were an animal what kind of animal would I be?'

Interesting theory.

Maybe octopuses, frogs, etc. are sentient when they're young but speak Eng...Animaliese and can leave the water as they get older.
Idk.
