Amiibo villager cant come to campsite, "Busy packing" on third day

Okay so, I always assumed based on other people's experiences with amiibos that when you have a full town, you can replace one of the villagers with the amiibo villager. I have a full town of 10 and no one is in the campsite. I already invited her the last 2 days and gave her the items she requested. Today was the third day of inviting Velma, but before I did that, Tutu asked to move out and I said yes.

Sometime afterward I went to the abd to summon Velma, and she said she couldnt come because she was "busy packing".

Will Velma automatically be taking Tutu's place once she moves out? Or is there some other issue I missed? Tutu isn't in boxes today yet since she naturally asked to move out today. I don't even think Velma can move in since she doesn't meet the full requirements.

I later tried to invite a different amiibo villager, Papi, and he worked just fine.

I haven't seen this mentioned on these forums and when I looked it up, I didnt get an exact explanation of my situation :O

I tried to invite cherry for the 3rd time and she said she was moving so I just invited another amiibo I dunno what it means when they say there moving it’s the first time I got declined to invite a amiibo and have no idea why they say this I had no one moving out or in
 
worst case scenario, you invite her for a 4th day. I haven't experience this though.
 
Heres the exact screenshot (btw I forgot to mention in the OP that theres no one already in the campsite, I assume people would assume so but I wanna clarify it just in case xD)

I'm mostly just curious because I dont wanna assume Velma is taking Tutu's place, only for there to be a random villager moving instead. Itd be no big deal, just confusing. And then that would lead to the question of what exactly is going on. The "try again later" text seems really odd if she's gonna be moving in anyway.

Yep! The last two times I invited her and gave her the items she requested as expected :O

Edit: I would question my memory, but I for sure only gave her the coconut milk and classic pitcher items that she requested. Even if I did invite her more (which I dont think I did) I wouldnt have had given her the items since I was originally using a few different amiibos to get free diys out of
 
Updated the original post with better and extra detail, especially since the original was misquoted. I'm still wondering if anyone else has come across this? :O I doubt it would be anything like a glitch, probably just a weird mechanic, but at this point with NH you cant be too sure.
 
I've gotten this response twice in the last two days when trying to invite Merengue. I wish I knew what it meant!
 
I had this happen just yesterday with wolfgang so I can offer some insight to this! I was so weirded out when I got that message for the first time. I googled it and people were suggesting I put a plot down because it means they are trying to move to your town. I did so, and the very next day that plot said "this spot is reserved for wolfgang". It turns out that a recent visitor had him in their void and I lucked out to the point that the very villager I had intended to bring in via amiibo just happened to be waiting to move to my town. Because I'm the only that I know personally who has experienced this and tested it yet, I'd proceed cautiously but with hope. Try putting a plot down!

I appreciate the insight!! However all 10 of my plots are already set down, so I don't think I can try again at that can I? :O
I got another one of my villagers to move out, since the plot Tutu moved out of was taken over by a different voided villager. I'm avoiding visiting/opening my island to prevent that from happening again, so I hoping this time Velma will move in :> I found out that Velma was a voided villager from another one of my friend's islands, so that's likely the issue I got.
