Amibo question about the villagers

so I haven't played since the new update came out and I'm ready to start playing it again soon but I was wondering:

Since Nintendo came out with a bunch of new villagers can those villagers be your starting villagers?

No. All of the new villagers require scanning amiibos, or getting them from somebody who has them in boxes.

They can't, unfortunately. Because how the data was added, they're listed internally as DLC, so can't be starting villagers.
