Sorry I think you're confused. The EU DLC afternoon tea set doesn't come out until September I'm pretty sure

Does anyone know if it will be re-orderable like the slushie machine, or is this going to be another shaved-ice lamp deal? I hope the former.

I believe it's orderable. The only unorderable DLC's that I can think of are the main ten 7-11 items, turkey, yule log, blue argyle tank, shaved ice lamp, and the club tortimer items, if you count those as dlc (they require an internet connection to obtain)
