I agree with everyone saying dirt paths are a good idea! I also think that paths made of clovers and randomly placed stone tiles (you can find a lot of QR codes for them if you search!) would be nice too. I see so many dream towns with rain, cedar trees, holy/hydrangea bushes, and dirt paths.

I usually try to organize my towns with straight pathways with tiles but I'm guessing that'd look sort of unnatural for a forest town and because I don't have any experience with making forest towns, I don't think my advice would be helpful but here are my suggestions.
It might be hard organizing 9 villagers (if that's the number you want, though it's a safe number of villagers) in your town though since it's so tight xD;
- Place villagers in a straight line along with lower beach
- Place villagers in a straight line under the RV site
- Place villagers in a straight line to the right of where the beach to the left starts
- Place villagers in an upside down L shape near/along the campsite area
