Additional Requirements for Cafe?

I've upgraded the museum to include its second floor, and I've donated WAY more than 50 items (I have the flooring for each of the exibits).... but Blathers hasn't asked me to build the Cafe.

Any ideas why?

It needs to be at least seven days since the museum renovation.

This happened to me as well. I went online and found out you have to actually talk to him, much like you have to with Sable in order to get the sewing machine. Most people don't notice this as a requirement because most people work on their museums, so they're already doing it. I don't care much for the museum, so I wasn't talking to him. I was just going in everyday and seeing if the bubble was showing, but nada. It only finally showed after I talked to him everyday for a week or so.
