About the islanders

I've been thinking about restarting my island, but I haven't thought about the islanders at the beginning. Are the three islanders (after you complete museum and Nook's) almost always guaranteed to be Normal, Peppy, and Lazy or are they just random?

Also, sort of related on the topic of villagers, but do villagers move out without have to set up the 10th plot? Was thinking of capping my island to 8 villagers.

I'm reusing this thread to ask this question:
Are the 7th and 8th villagers from the islands locked to Cranky and Snooty? After that, they could be any personality?

Pretty sure they are, my town got Piper Kitt and Hopkins, (peppy, normal, lazy) My friend's town got Tangy (peppy) Pekoe (normal) not a clue who they got for lazy though, I think it was Clyde.

I would assume only the first 6 are personality locked, since after that you can start getting villagers from other players which can be any personality
 
yeah, i'm pretty sure only the first six are locked because i didn't get a cranky or snooty until after i got all ten
 
2 starters - Jock and uchi
3 move in - Normal, Lazy, Peppy
1 Campsite - smug
And yeah don't worry about capping, I restarted and as I TT back to the real date, my lazy atm decided to move even though they were only 7 villagers (I used one of the extra plots you can put down after the campsite to adopt back one of my old villagers a friend was holding)

Ah and after the campsite there is no locked personality, when Alfonso moved out, I actually found Raymond while searching for resources and taking that opportunity to island hop a little.

6 tickets, my friends still laugh about it, because apparently I have the tendency to find their dreamies by pure accident
 
My 7th and 8th were normal and cranky. I think the game defaults to showing you more types of villagers you don't already have, so cranky and snooty villagers probably show up more often for people hunting for their 7th and 8th villagers.
 
You're not locked into finding specific personalities after you invite in your sixth villager from the campsite. Over a month into the game and I still have never had a snooty (but I want one!).
 
Its always 1 normal, 1 peppy and 1 lazy for the first three DIY houses and then your first camper is guaranteed a smug.
