? about rain in the city

i have heard several rumors about this so i figured id come here to ask.
If its raining in the city but not my town do i get any of the bonuses such as don't have to water my flowers or Coelacanth after 4pm or even Gyroids tomorrow?

Answers edited in. If it rains only in New Jersey and you're in Virginia, does Virginia have to water their plants?
