Can anyone explain to me the difference between Effort Points and Effort Values? Thanks.
 
They're mainly the same.

Though Effort Value is the value needed to get a Effort Point.
Ex. You need 4 Effort values to get 1 Effort Point.

Awesome. How about if I put in the Power Anklet in my pokemon?

Starly = 1 EV
Starly + Power Anklet = 2 EVs?

Yep, and a Macho brace with it would be 4. So basically one pokemon equals a stat.
