Have you tried going to parental settings and touching the button under change setting?
It says "暗証番号を忘れた方はこちら” (forgot PIN), and then there will be a question that should help you remember your PIN, do you remember it?

ok then after you hit the button thats says i forgot my pin, under that on the touch pad hit "忘れた" and it will show you a screen that says it will send a key to your email address that you used for the 3ds, hit OK, and then itll send and it should look like this:

Spoiler: the part boxed in red is going to say your key, look for "マスターキー"

and then im sure what you need to do after, if you don't just tell me and ill guide you through ^^
