A question about selling/gaining villagers.

I am not new to the game or past ACs, but I have been wondering for a while, how would you go about gaining a villager from another town? Is it as simple as: "Talk to the villager a few times after they plan to move out," to get them in your town?

You go over, and usually they're all like "I have no idea where to go...." then an option thing comes up with an 2 options of something along the lines of
"Move to mine!"
"Oh, good luck"

When they're in boxes (packing), you go to said person's town and talk to the villager! They'll mention that they're moving and are not sure where to go, and if you have a space in your town, it will give you the "Move to my town!" prompt. If you ask them to move to your town, their plot will appear the following day.
