A question about moving out villagers.

So, here's my current situation: after having my town for over two years, I decided to reset because my map sucked. I moved all of my villagers into a holder town, I've gone through the starting mayor bit, raised my approval to 100% and I've been TTing day by day until Isabelle tells me someone is moving. Except I've gone almost through October and no one has moved.

I've talked to everyone at least once, too.

Is this normal? Should I just keep TTing until someone is in boxes? Sorry for the stupid question, but I don't wanna waste my time if there's something else I need to do.

I think there's something you need to do before people will actually move out. Either become the official mayor (not only get 100% approval, but go through the explanation in the town hall about your mayor duties now that you've gotten permission to actually make changes), or maybe you need to pay your tent off?
 
I've found if no one will move while I'm TTing, it helps to go backwards in time. You've gone through October, go back to September 1st & someone should move with a few days. It always helps in my cycle town.
 
have you gotten through all of the tutorial dialog? if somebody has told you how to save, then you have. otherwise they won't move out until you go through the dialog.
