A couple of cycling questions.

I just finished reading Karen's foolproof cycling method (http://www.belltreeforums.com/showthread.php?152911-Foolproof-Cycling-Method) and decided to start my own town, currently I'm trying to get to a villager in boxes so I'm able to implement the above strategy, but I have two quick questions -

1) do I need a 100% approval rating to do this and
2) if I have never spoken to a villager at all, will Isabelle still tell me they're moving tomorrow when I load up?

You'll have to speak to the villagers day by day for the first day and one of the villagers will eventually ask to move out.
