Its happening in my town right now. Fang is the last one to move in and he just asked to move out, so I am letting him go.
 
It's unlikely that your newest neighbor will ping you to leave without letting go of someone else first and getting a new tenth, but apparently it has happened to some other people. It has yet to happen to me.
 
My most recent 10th villager was Maple and she tried to leave after just 3 days... :x
 
Happened to me twice, Fang and Fuchsia tried to leave 3 days after they just moved in
 
I always read it takes 6 days after a villager moves in before they will be able to request to move out at the earliest, but some have said sooner. At least when he does ping you can auction him off cause he's pretty popular. I don't really see why, but a lot of people like the wolves. I think Skye is cute, but that's about it...I have Fang and Whitney on my cycling town and a lot of people really want them. Good luck! I will say befriending villagers makes them move out easier. If you ignore them they'll never leave. I'm having kind of the same problem with Freckles. She's been in my town for 2 months almost (no TTing) and hasn't asked to leave once. I got her accidentally from a friend off streetpass and I hate her soul. She's right in front of my house. >/
I will ask how you are time traveling? Did you do the 2 years in one jump or are you just going day to day? Cause I think if you do it in one big jump it only counts for like a day or something like that.

My 10th was Chief. Three days gone by and he left without telling me. I was extremely upset.
 
They can, but it's really not common. I had Flo move out on me within five minutes of her moving in. I TT'd her out, of course.
 
Beau is my 10th villager. He has been here since last November. I check for pings everyday because I want to keep all my deer villagers. Everyone except Beau has pinged me to move so far.
 
In my first town, Cherry moved in and then asked to leave a week later :x So it's possible, but probably unlikely since your friendship with the neighbor is a factor in them moving.
 
Sylvia, my first 9th, plopped herself down in a terrible spot. I didn't ignore her on purpose, but I didn't go out of my way to talk to her, and she asked to move randomly in less than a week. So, it's probably unlikely but possible.
 
The 10th villager to move in is really hard to move out, I've heard. Thankfully not impossible(there were rumors about that D: ), though. Good luck trying to move Chief out.

I'm not sure if that's entirely true. Tangy, my favorite villager who I don't want to ever move out, has been in my town for over 3 months. I've befriended her to the point that she'll give me her pictures, yet she's never asked to move once. It's completely random, I think.

Some people have said that they've had no issue moving out a 10th villager that they got from a campsite, but did have difficulty moving out a street pass move-in.

In my personal experience, Alfonso moved in via street pass & took my 10th spot & I couldn't get him to ping me until I got one of my other 9 to move out first.

Does that count for random wifi voided villagers as well? I've had Lucha since September and he didn't ping on me once until I got someone to move out, he finally pinged, and that was in February. IDK if its the same with WIFI villagers that have been asked to move in, I don't have one.

I've personally had several villagers which others had voided move in. In every case, I managed to safely move them out even though they were the most recent move in. Those rumors are just rumors, and I don't think that it's any more difficult to move the most recent move in than other villagers.

It has been for me a lot...... even time traveling I could never get out the 10th. Thanks anyway.

This makes sense if we categorize our tenth villager by how they moved in.
In this case tenth villager will not move until a ninth villager has moved out if it's:
1. Murin's case: via streetpass
2. Chibi's case: via wifi voided villager
3. My case: via getting the villager from someone else's town
 
My recent 10th is Big Top. I've had him for 3 - 4 months now, and he hasn't pinged once. But I am not worried because I am keeping him. I got him from my campsite.
