It actually might be. I saw a dream town once with only 1 villager since they placed their PWPs in such a way that houses couldn't be built. (I have no idea how the other houses got removed) I'll see if I can find it.

But yeah I've heard cases of this happening before. So you probably don't have room.

If you have a lot of PWPs, maybe. Do you have a dream code you could post?
 
I was wondering the same thing a couple of weeks ago!

Do you happen to have a Dream Code for your town so I can look around and see if I can spot a location where a villager might have a chance to settle in?

If you sit on the tree you can actually see that there are villagers other than Roald. It's super weird.
 
I don't plan on having a dream address anytime soon, sorry.

I have 6 ponds and 30 pwps. The funny thing is, I actually have enough space for two more villagers BUT it just happens to be that no villager has ever moved there before, like there's some invisible barrier there.

6 ponds and 30 pwps... yeah you are probably out of space. If I'm thinking about this right a villager house occupies a 3x3 area, and requires space on each side, with an extra row in front due to the door. So it'd need a 5x6 area I think.
And np! I'm surprised its still up!
 
That town was seriously strange and a little creepy. Now I'm really curious how you trick the game into hiding residents. Purely academically, because there's no way I would want to ever do it.
