9th Villager Not Moving In

So, I recently came into a free download of NL, so I decided to create a 2nd town to get my sister her dreamies. However, for whatever reason, my 9th villager isn't moving in except via campsite or wi-fi. I'm stuck at 8 villagers as my random move-in max, and other villagers don't move in until I reach 9 villagers. Does anyone happen to know what would cause this? My town is full of weeds due to TTing, but I'm not sure town rating would affect whether or not villagers move in.

I never got a 9th villager from waiting, I had to use bell tree or camp sight

It took me a while to get my 9th villager, maybe 2 weeks or so. But eventually they moved in.

I've had 9 villagers in this village before, and have had several villagers move out, but my 9th AND 10th villagers only move in via wi-fi or campsite. On my actual town, this isn't the case, so I think it might be abnormal

UPDATE: It seems that my 9th villager move-in is delayed for whatever reason Octavian's now moving in!
