9th Villager Cycling

Let's set the scene:

My 9th villagers is in Boxes. I go to the next day, and I have 8 villagers. Will the new 9th villager have set down their plot today?

Also. When they set down their plot, can I do the new move-in trick to change the villager that's moving in?

No. It could take a couple days for their plot to show up, actually. If you find no plot in your town (look thoroughly) for the day, save the new character and TT to the next day.
If it's a random move-in, yes. You can reset for the villager moving in. Usually, if you don't have a certain personality (jock, normal, etc) in your town, the random will be specifically a jock, normal, etc.
