I've noticed the placement of villager houses, outdoor items + fences, and impassible features like cliffs and rivers can make it seem this way. Villagers will often take the easiest route to the plaza and back, at least that's what they seem to do in my town. Those whose houses are near each other's will spend time outside each other's houses just 'cause that's where they end up after wandering aimlessly around. :p
So maybe check if there is a cliff or river blocking them off from going where they would ordinarily go. Their AI isn't good enough to try and find a way around it if there isn't an easily accessible bridge or something, so they might just be chilling out in the locations which they can access most easily.
 
Are they neighbors? My villagers seem to use each other's stuff (I decorated their houses with a small front lawn). Like, they'll sit in each other's chairs and smell or water each other's flowers, but I don't find it creepy at all. I like to think they're just good friends.
 
I have both Cookie and Raymond and my Raymond does not stalk her (to my knowledge!). Whenever I check up on him, he seems to like sitting under trees, wandering around outside by resident services and the other residential area, and examining flowers. My head canon is that he's a tired office worker who's looking for some joy and relaxation in his life. His home is decorated like an office, but he loves wandering outside when he has the time.

The wonderful part about this game is that there's so many ways to be creative with it! Creating villager backstories can be really fun but in your case maybe it's a bit dark...
Someone had once said he could represent the work culture in Japan where ppl get overworked alot. So it makes sense why he decided to live on the islands. To prevent himself from overworking and relax a little. I wish he had a bed though. Poor thing sleeps on his desk. B a c k P a i n
