There are no limits. IVs, or Individual Values, are hidden stats that every Pokemon has. They range from 0 to 31 in each stat.
Eevee is the only one that I have a shiny of with no IV's, everything else has IV's. Total if you want the eevee with ivs is 240 TBT, total with just regular shiny eevee is 220 TBT
