You can get new PWPs by using the diving trick. You can only get one PWP per day.

1. Take out all your cash.
2. Fill your whole inventory with flowers or shells; things villagers cant trade nor buy.
3. Get a wet suit then wear it.
4. Go to the water and wait/swim for at least 5 minutes.
5. Eventually someone will ping you but it's not that likely its a pwp, more of a survey or something, so don't give up.
6. If you did it correctly, and nobody is pinging you, talk to a villager and they would say to rest for a bit. Now villagers are able to ping you as they should.
7. Once you get the PWP, Time travel one day or just wait to the next day.

Villagers with certain personalities only suggest certain PWPs. So if you want a certain PWP, you must get a villager of that personality to suggest it.
 
the pwps you use really depend on your town theme! if you have a more foresty, nature-y town, projects like the log bench, hammock, zen bell, picnic blanket, bus stop, park clock, zen clock, instrument shelter, streetlight, zen streetlight, water well, fire pit, and hot spring are really nice. for modern towns, the video screen, parabolic antennae, solar panels, traffic signal, tower, wind turbine, bell, tire toy, pile of pipes, chair sculpture, modern clock, fire hydrant, fountain, modern streetlight, and cube sculpture are great to put in town!

as 5cm/s said, it really depends on your town theme! are you going for a more natural, forest-y theme, or a more modern one? will you have a specific colour scheme, or mix and match all different kinds of flowers and paths? is there a story behind your town? it's your town - pick ones you that you like and have fun with it! ^^

(oh and if you're having trouble with villagers suggesting new pwps, I'd recommend you try the diving trick!)
