I think they both have amazing games and features but I'd have to pick the 3ds because for one thing, you can play DS games on the 3DS. Another thing is that it has lots of better features than the regular DS.
I restarted my WW town recently and didn't like how pixellated it looked on the 3DS XL, plus the black space around normal size was too weird. So I've been playing on my DS Lite. I'd forgotten the joy of using my stylus to make my character runrunrun and only use the D-pad when I have to.
EXACTLY why I like playing it on the DS myself. The 3DS just makes it look horrible, and since I've been playing it since 2005, I'm not surprised, it was made for that, and a lot of people often forget you can run using the stylus, don't need the circle pad of the 3DS like New Leaf does.
3DS - circle pad is more comfortable and the screen doesn't have a weird motion blur thing going on. Maybe that was for the best though with Wild World's frame rates though.
Contrary to what some of you have said, I like the ACWW graphics better on my 3DS. Plus there's the circle pad, which makes maneuvering about 1000x easier.

Mmm! Same here. The Lite screen is brighter and more colourful, but the 3DS doesn't get the weird motion blur effect and the graphics look smoothened a little.
I've played it on both but for some reason, I like it more on the DS since that's when I played it the most and also I'm still use to the circle pad myself, so it's just weird in general for me...maybe when I play it more, it'll be better.
