So far you have a nice start to your town. The only public works project that seems somewhat out of place is the zen bell in between the cafe and re-tail, it seems a little awkwardly tucked in behind the lake. Maybe replace it with a bench. You could make a little zen garden area in the area between the event plaza and the tent house and place the zen bell around there. The north west area would definitely make a nice campground. You can place the police station when you unlock it either next to Town hall if you want it in your business district, or north of your lighthouse and modern bench if you want it watching over your main residential district.
 
So far, I see that you didn't build the campsite and the police station which is great! The Brewster is in a good position. For the campsite, maybe you should put it in the top left. The rock may be bothersome but it is perfect to do so. The police station can be next to the straight bridge (not the diagonal one).

Next, you need to make pathways. Anything is better you prefer to.

Finally, I wasn't sure if you like your current villagers despite their plot location being bad due to ruining your pathway. Some villager's location is good. Some are bad which you may want to get rid of them.

That all I can help you since I visit your dream town. Your choices of PWPs is up to you by the way.

Pathways are incredibly helpful with town constructing, and I'd HIGHLY recommend you put down your paths before putting down major PWP's, since you can come to realize that your desired path interferes with a PWP. If you want some pathing ideas, I'd go to http://pathmagic.tumblr.com or http://tobimorieko.blog.fc2.com/blog-category-1.html (Make sure to translate the latter into English, and click the Read More button for the QR codes) Demolishing projects sucks, I know, but it's worth a more organized town! (Plus there's a 30 PWP limit in every town)

One thing I noticed right away... right above your town plaza, you planted a lot of saplings down. Did you space them apart? It looks like they're all right next to each other, and if they are directly planted next to each other, they won't grow. You basically got to plant a sapling, make a hole next to it, make another hole next to that hole, and plant your second sapling in the second hole you made.

The water well seems to be in a bit of an odd position, though that may just be me not finding any good place for it personally. Perhaps it'd work better if it was next to the tent that you have up?

You've also got two classic streetlights, and then one different streetlight. This contrast is a bit odd, and I'd recommend staying consistent with the streetlight types if a different one is going to be so close to another kind.

I love the little park you have going there, and you should totally plant more bushes around it make it even more parklike~

I personally don't mind the zen bell placement since I think it works well by being by the pond. I'd recommend adding a bench or two in your little park section that I mentioned earlier. Oh, and flower organization. There's lots of random flowers scattered about, so I'd find the time to pick 'em up and gather them all in an unused corner of the map and maybe start a breeding garden if you're going for hybrids, or just keep them organized over there rather than randomly placed.

Your metal bench right by the waterfall at the end of the map by your house is adorable. Add more flowers there for sure, it'll look great!
