Which path would you take?

This is actually rather good information. So, let's say the minimum I would have to buy in order to get the cards I want would be, say, 5 packs? They don't make duplicate sets of six, do they?

(And thank you, I do appreciate that offer and will keep you in mind if needed. ^^)

Edit: If my math is right, 20 packs would equal an 80%

I can't guarantee it obviously because it's just based off of probability and probability, while it can help people predict, doesn't define the future; but there is a very high chance that, after 20 packs, you will get at least 1 card that you want, if not all of them.

i don't think they make duplicate sets (or, exact duplicates anyway, lol) but there is a statistically insignificant chance (below 5%) that you would pull an exact duplicate pack of one you pulled before (sort of how there's a statistically insignificant chance that you would start two different towns with the same exact set of 5 villagers, if that makes sense--it's possible, but so unlikely that you shouldn't worry).

I'm a little confused. Why do you have to let the villagers you DO like move out of your town just because Mint and Tutu won't? Is it because you're looking for certain personalities?

This sounds really frustrating in any case, and I'm sorry. It seems like you might have a few more options, though. For instance, you could get a new cartridge and keep your old town. That would give you some time for Mint and Tutu to possibly ping, which IS possible, despite what people say. It's happened to me. Over time, they might grow on you, and if not, you could just adopt Marshal, Kyle, and Wolfgang in your new town and make that town your main, without having to adopt them from yourself. No 2DS required! (I would strongly advise you NOT to buy something you'll have to sneak around your mother. Either it will backfire horribly or you will never fully enjoy it because of the nagging, ever-present fear.)

How long have you been trying to get rid of Mint and Tutu? Do you have any idea how many times other villagers have asked to move?

Yes, I am looking for certain personalities. I need Peppy, Lazy and Uchi for PWPs. Most of my town is Snooties, two Smug, and some others. If you buy a new cartridge and place it in the DS where another town is housed, will it load up that old town, or the one on the cartridge?

Ah, I see what you're saying there! That does make sense, I couldn't see that happening very frequently. Art is so calming. <3 I used to love oil paints. ~ Granted they were paint by number, but nonetheless.
 
Anyway no matter what you choose, I have all the WA cards, Sanrio cards (although you can't adopt them since they're exclusive villagers), and the 3 villagers you mentioned since their marshal was mailed today. This game is supposed to be relaxing so don't stress too much about it.

<33 You're right. I haven't sat back and enjoyed the game in a while, it's mostly been collecting and cycling and obtaining and goals. No real fishing, building snowmen, sending letters or gentle pastimes. u_u

I spend this morning building a new snowman so I can do bingo twice a day with my 2 snowmen haha
 
All the information for a physical copy of ACNL is housed on the cartridge itself, so you could play 18 different towns from one 3DS if you really wanted. Only digital copies are limited to one per system.

Best wishes with whatever you decide! I agree that it sounds like relaxing and enjoying the little things might do you some good. Personally, I enjoy having two towns for this reason. I'm never tempted to TT because there's plenty to do every day with two towns in the mix.

Honestly, all three options sound like going to too huge of an extreme. I can understand and relate to the strong desire to get rid of certain villagers, but spending money or investing all of that time reacquiring all you lost seems like a huge waste. I would suggest you just interact with the amiibo villagers, who I assume from your desperation you're not as quick to interact with as the villagers you do like, and do whatever tasks they want. Send them letters, even if they just tell them to leave. Eventually their friendship will get to a point where they will move out. It might not seem like it now, but they will.

I'm not sure if I'm grasping the whole dilemna, but it seems like if you just had a pack of amiibo cards, you could use them to move them in to kick out the ones you want to get rid of. I suppose you'd have to have the personalities you wanted though?

I never thought of it that way. You do need to build up friendship first before they do that, right?

I only have 12 cards, and they are all duds. Plus the villagers I need are specific, I was getting them from other players, but I couldn't get them in because the amiibos wouldn't move out.

One thing is for sure, from here on, #1 is out. I'm not buying a new handheld console, or a copy of New Leaf. And if I do decide to start over, it won't be until Jan 2nd.

Hmmm, I think there was an issue with the amiibo villagers not pinging to move out, but that was fixed in the update they sent out more recently, 1.5 or something. So idk. I'm sure that the villagers will ping eventually, but it may take a while, and now that the warning is farther from the move date, it may feel like a long time before they are moving out.

I hope you're right. I wasn't aware it was fixed in the update. I can usually get a ping out of someone right away with my 10-day cycle, and every time they skip over me I die a little inside. ._.;
