(btw I love your sig, It is so cute!) anyway, you can always do the 16 cycle to get him back if he is in the worse spot ever. But can't you just work around him or something? If not then let him move :3
 
are you super attached to him? if not this could be a chance to try out a new cranky you might like! be weary though, if you move a new villager in they typically can't be the next to move and you would have to get someone else to leave before the new one could move out
 
If his house placement is really terrible and there's no way working around it, but other than that I would keep him.

It really depends on how bad the spot is. Right next to a rock or something? Workable. Right in the middle of your cliff side paths in front of Re-Tail? Move him out.
 
I'd say no because Fang is one of my favourite villagers. I'd work around it for that very reason. It just depends how much you like him and how bad the spot is for you I guess!

If you like Fang a lot you should keep him
If you don't like him that much you should just let him move.
 
You should let him leave if he's in a bad spot. If you ever want him back you could always cycle 16 villagers and then plot reset him when he comes back so you can pick exactly where you want him to be. There's no point in keeping him around if it's causing you trouble.
