16 Villager Cycle

Does anyone know how to tell if you've cycled through the 16 villagers to get an old villager back? D: Is it CERTAIN that they'll appear on Main Street before 'disappearing' from the game (although I've seen that old villagers can remember you)?

I always saved the letters of villagers who moved out in my mail save box at the post office. XP

I have always wondered though if the villager just moves in after the 16 village cycle or do they show up in campsite? or can you just invite them from another town now?

Punchy stopped appearing on my main street. He also didn't remember me when I went to pick him up after my cycle.

The only real way to know is to keep track of all the villagers that left. They should show up on mainstreet and disappear once you've cycled enough past them. I am not sure how "certain" it is, but I believe most people have seen them show and leave accordingly.
They will not remember you when you invite them to your town again.

As for how they show up. The easiest way to get them back is to find someone selling or giving them away. The chances of them showing up in your campsite are slim, but possible I suppose.
They won't just move in either unless you have 8 or less villager and you reset for that villager if you don't already have that personality in your town.

And when they come to main street is kinda random...
The first villager who ever moved out of my town was Bertha and she only about a week ago has come to main street, while other villagers who had been gone much less time had been on main street for well over a couple months.

That is only if you want to plot reset for them. When you try to plot reset when you have 8 or fewer villagers the game will usually give you the personality you don't have when resetting.

You can invite them once the cycle is over. You could have 9 villagers of all the same personality if you want.
